A Proposal for a COVID-19 Emergency Basic Income in Colombia Gains Traction

The National University of Colombia has published a proposal co-authored by CESR’s Sergio Chaparro with Roberto Mauricio Torres for adopting an emergency basic income in Colombia, following massive surges in poverty due to the economic fallout of COVID-19.

"A Social Protection Floor to Preserve Life: Informality, Poverty and Vulnerability in Times of #COVID-19" argues that social protection measures such as the emergency income are needed to protect the lives and livelihoods of millions of people who cannot work due to social distancing.

Colombian research journal Razon Publica published a summary of the report while members of Congress, academics, and representatives from local governments have all expressed interest in using the research to support their calls for emergency basic income schemes.
