Political leaders and other powerful actors from around the world are coming together in the Ethiopian capital Addis Abiba this week for the Third International Conference on Financing for Development. The outcome of this meeting ??? the "Addis Ababa Action Agenda" ??? is intended to ensure sufficient resources are made available for the post-2015 sustainable development agenda, but a preliminary draft looks set to fall far short of what is needed. A broad coalition of over 600 civil society organizations, including CESR, has released a joint declaration highlighting the shortcomings of the "Addis Agenda" as it currently stands and offering proposals to strengthen it.
The declaration draws particular attention to the importance of human rights-centered tax policies and rigorous human rights impacts assessments of all areas of public policy that impinge on development. This includes the cross-border effects of policies that may undermine or enable development in other countries, such as tax cooperation.
