This publication, co-authored by CESR and ACIJ (with Oxfam's support) takes a look at fiscal rules in Latin America through a human rights lens. Usually defined as formal restrictions on the behaviour of the authorities in economic matters relating to fiscal policy, fiscal rules are widely used throughout Latin America and the Caribbean. This document broadens the regional debate on them, seeking to complement ECLAC’s suggestions for reform, following the Principles for Human Rights in Fiscal Justice.
